Red Riding Hood, henceforth Red, is a somewhat unremarkable card in and of itself. Her skill itself is powerful, but one of a tiny number of skills that has no sub effects- it's only an attack skill. Similarly, while her subskill has some uses, it's not a standout that any deck can make use of.
However, Red shouldn't be discounted if seen, for a handful of reasons less related to her and more to the situation around her. While her skill itself is nothing particularly special, it is still a three hit bite attack, and Red has the attack power to drive it well. What makes that special is that there is only one three-hit bite combo in every color at the time of this writing- in fact, bite is one of the rarest attack types in the game! The only other Red bites of any kind are Hellhound (Red's best sub) and two terrible event cards. This makes her the best option for hitting bite-weak enemies, equal to but no worse than such amazing cards as Belphegor!
Secondly, and though a contentious point, her super fusion is actually useful (for PVE). While it requires some playing around, as it is tragically easy to play Red into Snow_White and watch your brilliant AOE attack disappear into dust, Fairytales leaves behind a very powerful defensive buff and shield. Some would argue the risk of accidentally triggering it outweighs it, but- it's not Eternal Flames, Radiant Gleam, Death Scorpion...
Red's main skill is a bog-standard 3-attack Bite skill, with nothing fancy about it. She did set the standard for this style of skill, which has propagated quite far into a variety of other monsters, but the other users tend to make better use of it than she does. Regardless, it is widely accepted that this form of skill is one of the best in the game, and is not to be scoffed at.
Red's subskill is a bit hard to place. Generally on Bite cards you'd want an attack skill power up, so it's hard to put her on a bite attack ace i.e. Belphegor. On the other hand, her subskill might not be quite good enough to force onto an enhance/non-matching ace, as it only triggers below 50% HP. All too often the pattern is being hit with a status effect brings you to low health, not getting hit by a status effect after getting low on health, so blocking status effects at that point is something of a day late and a dollar short issue. Still, if you find yourself surviving long periods at low health values- which can happen- status effect blocking is very valuable!
